I haven't bought a video camera recently, but I very much doubt you'll get a decent one for $150.

I'm currently learning video editing and special effects, currently I've used my webcam to capture footage, which is terrible. and i have to be infront of my PC at all times which is very limiting. The sound quality doesn't have to be perfect. I know i can't expect that from the budget i have. Here is a video of the quality im using now. http://www.youtube.com/watch?v=5yzqK--nytA 
Your best bet, with a small budget, is to go to a local warehouse clearence store or something, like over here i'm located near an Argos warehouse that sells stuff they couldn't get rid off for dirt cheap. Thats how i got my camera. However, a cheap camera's footage can always be rescued and slightly improved with the correct video editing software.....depending on how poor/good the original footage is, of course. Once you got that, you can use home made shit to improve sound and lighting. Its all pretty common sense if you know the basics and what you're doing. You also may need to buy additional hardware to upload footage onto your PC. USB is shite and slow, firewire is more efficient. etc etc etc

I'll take a look at my local hardware store. would probably be better as i'll be able to ask for a demonstration, and see the quality before i buy.
