get a program such as dreamweaver or microsoft frontpage. I would suggest frontpage for beginners since basically all you use is tables. Or you can use a website builder. Basically website builders are like setting up myspace pages.

You might want to start off with a free host to make sure you know what you are doing. Try looking at http://www.free-webhosts.com/

Well there are a few ways you can do it:

1) Learn HTML
2) Get a WYSIWYG editor like Kompzer, so you don't have to learn the coding
3) Buy a domain and when you purchase the domain and hosting package some will have software included to make your own site.

For example, if you go through GoDaddy, you get "WebSite Tonight"

Try Weebly. Not sure how it works (never used it), but it looks pretty simple, easy, and efficient... You probably don't want to learn HTML/CSS.
