Honestly I don't know of any Ruby on Rails developers on Livewire, I personally use C + Perl, but I would suggest going to say... StackOverflow.com, it's all programming question + answer, and free to boot.

yes, and id say to try and make a .java file in net beans again, and try to open it, maby the file you are trying to open got corrupted?

Apologies, I was just in another topic and I swear someone mentioned ruby and netbeans, I don't use Java or IDEs either really, I edit in VIM. :P

My suggestion to try Stack Overflow stands though.
