I would try to look for another job, and make sure you get a better deal with them. But, that being said, don't leave your current job until you have something else lined up, something is better than nothing. I know what you mean. I think a lot of places overstaff in the summer, they hire too many people. I've been at this place for a year. During the school year, when there's no temps, I would get 25-30 hours a week. This week I got 21. Its a joke, but its what a lot of these places do.
