My understanding is that it is considered to be any material that works only to demean, degrade and insult a group of people. It isn't inherently discriminatory to make an argument for specific practices, as long as there content there to justify such a belief besides "I hate them".
As an example, there would be nothing wrong with a post arguing that the use of "nigger" should not be stopped; however a post made simply to use the slur would be deleted.
Essentially, it's a matter of context.
