The Scarab has much greater firepower potential. The Protoss is one race native to one planet while the Covenant is an Empire that has destroyed/conquered many planets and races and is an alliance of many races.
while true, still doesnt mean that they can take them straight away. Look at how powerful the Dark Templar are. with the right placement they could probably bring down the Covenant Empire...
A few energy sword wielding elites could rough up a Dark Templar quite a bit. Hell, get a few hunters and it is pretty much over.
but THATS assuming they can see them. you seem to forget that the Dark Templar are cloaked.
