You should keep it that only sustainers change their name. But you would think that sustainers would be long time members, mature, etc.

Here's how I think these situations should be handled:
1. Warn the harasser
2. Ask the harassee if the harasser should be banned.
3. If they say yes, ban them.
4. If they say no, then the mods should change the harasser's name to ModHammered1,2,3,etc (or whatever name of their choice) and they should be barred from changing their name for like a certain amount of months

There's one problem with that. Mods and Jesse can't change names, only David can, and he is "away" right now.
