I'm new to this. How do you add a picture comment?
I looked it up, but everyone said there should be a tab at the bottom of the screen. Well, i see no tab. All it says is "share" , "tag this photo" , and "report this photo"

It has to be in one of your friends' albums. If it's a picture of your friend, but it's in another (unfriended) persons' album, you can't comment. Check the bottom right of the screen to see who actually posted the picture.

So I went to my friend's page. I clicked her profile photo. I clicked the photo again since it showed multiple photos. It shows other people's comments and underneath that you see a box where you can write and then a blue button that says comment.
You have to be friends with them.
It is not a setting that you can turn off and on.
