i mean i hardly ever see random guys go up to girls and say like "HAY WHAT'S YOUR NUMBER" so i guess it's not common, it's only happened to me a few times and i thought it was creepy....

It's not that wierd.
But the factor of wierdness depends on how single the two people are and how attractive they are.
If some guy with an eye-patch, scars, and missing teeth comes up to a girl AND she has a boyfriend it will be supremely strange, uncomfortable, whatever. If some sharp mofo that is the perfect physical manifestation of sex to a girl walks up and shes single, she'll be like "My lucky day!"
