Because in sex it's not all or nothing, they are so many stages in between and usually (sometimes) people rather do some other things (kissing, bjs, hjs etc) before intercours.
And some of them need more time to be prepared for intercours.
She is just not ready, but it's really hard to know why. Maybe she's too young, afraid of std, pregnancy, pain... Who knows? Ask her!
