No one can reach him on his cell, he hasnt been on fb, he hasnt called anyone, none of his friends are from around here, he doesnt live here, he has gone mia before, but never this long and never when he was planning on doing stuff with us. My other brother had a halloween party and this brother was supposed to come, but he just didnt show up and no one heard from him or anything

Eh, that probably wouldnt be the weirdest thing hes done. This brother gets in a lot of trouble though and my dads always giving him shit about stupid things, so if he was in prison or jail or some shit im not positive he would call....

Sure you can. The first thing to do is call the local police where he lives and ask them to go to his house and do a "well being check." They'll go to the house, knock on the door, see if there's any sign someone's home and ask the neighbors if they've seen him. If possible, they may contact the landlord to see if the landlord will let them in the house (assuming he rents).
If there's no sign of him, the you file a missing persons report. It can be filed by anyone, anywhere. I believe it's filed with the police of the jurisdiction where he is believed to live.
