A little bit of fat is okay--otherwise it wouldn't be included in the food pyramid. Why can't people stop eating them? Because the body needs some of that sugar. The problem comes when people eat it in excess--no balanced diet--and don't work out properly to burn the extra fat being stored in the body. As for why some people still look fat? That has to do with genetics and/or body-type. Usually there is some other health problem, or that is just how their bodies are composed.
