Imagine if you posted just the straight face as a reply on a topic and a moderator deleted it using the "no contribution value" rule as a reason. Then, you went back and posted it again. The moderator deleted it again. And you kept posting it and he/she kept deleting it tons of times. You refused to stop.
Do you think if this went on long enough then you would get warned, and if you continued after that even banned? Because it IS repeatedly breaking a rule and refusing to stop. But the idea of getting banned for that seems kind of ridiculous.

Well what if they were discussing something like political or religious, and then someone posted it. Obviously it would get deleted then. But would that be worth banning them, if they only did it in that topic and refused to stop?
