Grr it won't let me edit my previous post for some reason...
Anyway interestingly enough the report itself says it doesn't apply to people who don't make enough money to afford it, those who would go through hardship by getting it, and those whose religion is against it, while the article makes it sound like anyone whom doesn't have it will be fined and sent to jail regardless.
