ok, in my personal opinion MOST (in other words not all) americans, when voice acting show about as much emotion as a blow up doll. am i just not watching the right shows or am i finally catching on to ho much suck the us is made out of?

Eh, depends. There a few good voice actors, but the problem really with american animation is that american studios for the most part have it stuck in their head that animation = children, and so they don't exactly attract good voice actors most of the time unless they're huge studios.
This said, I have actually encountered dubs of anime where the English VA is better than the japanese one (the little girl with the teddy bear in Last Exile is a perfect example).
