We all have a need for proxies every now and then, ay? Well, then I guess you're looking in the right place. The old sticky was a bit outdated and full of proxies which weren't exactly functioning, so thus I guess this one has been created. Feel free to add any/inform someone that one doesn't work by posting.
Credit to bighead1991 for this part: If you are able to install software on the computer, I suggest that you use Tor which will allow you to get on any website blocked. Great for anonymity + privacy too. Check out the site for more details, Works on Windows; Mac; Linux/Unix.
Tip: Lots of filters in work/education block any web addresses with the word 'proxy' in it, so they won't usually work, or be blocked soon after.

Yes proxies are allowed, they're basically to filter/IP block your computer. So if you need to bypass something at school/work/home/etc, you could use something on the list and try going from there. Completely legal, I believe.
