lets say i type in "brown paper bag" on google- How does it decide what the most relevant sites are (the ones it displays first, correct?)
I ask because im making a website and want to know how to get high up on google results
Does google do it based on the title of your website in your html?

it looks for most relevant websites. Sites who's content focuses most on that subject will show up first. Higher traffic domains (older, more important domains) will show up higher as well.

Multitude of things, which makes the whole thing fairly subtle. One big part is Page Rank, which ranks varying sites on their general importance via Incoming links, especially links related to whatever the search happens to be. Adding Meta info tags like Descriptions also helps, as does mentioning content that is relevant.
