I don't see why you even need immigration to enjoy food from another culture. I'll admit, immigration does tend to make restaurants serving that sort of food more common locally, but I find that if it's not Americanized in some way (and if it is, it'll spread all over and you'll be able to enjoy it regardless of immigration), it's usually catered to the immigrants in particular which is the case of all the Russian restaurants where I live. Great food, but good look ordering it if you don't know any Russian.
