Depends on what you consider a vacuum.

A vacuum to us is much different than a vacuum to a black hole. To a black hole [assuming it is the size of most typical black holes] the vacuum of space isn't really a vacuum at all. There is energy floating around everywhere, solar winds providing energy, and all sorts of collections of particles and masses that feed it. Vacuum? not really.

To a micro black hole, in a vacuum the size of the CERN accelerator, there is nothing for it to feed on. Not only that, but the size of the hole dictates the speed at which it will close up [kind of like the wirlpools in a pool when you run your hand through the water]. The sizes of the micro black holes that could be created would be so small that the time it would take to close up would be almost immeasurable.
