Because we need to find a line which lets people be themselves - providing it doesn't hurt other people, and also to try and understand and help other people who may do bad things, for whatever reason.

Accepting as in, there's always a reason, an excuse. People can avoid jail time if they plead as "mentally ill". He had a reason. He was crazy, etc. etc.

Accepting as in, the blame never seems to fall on the individual himself. It falls on society, his parents, how he was treated.

In that case, I simply think that people should be condemned and get many years, or the death penalty. None of this "insanity" stuff.
