That's what I figured, and when taking that into context, it is of no surprise that whites make up the largest percent, or plurality, of the recipients of welfare.  It would be far more appropriate to take those statistics and compare them with the percentage each race makes up of the total population.

Racial makeup of the total population (from Wiki):
White: 66%
Black: 13.4%
Hispanic: 14.8%
Asian: 4.4%
Other: 1.4%

Racial makeup of the recipients of welfare (from the OP):
White: 38.8%
Black: 37.2%
Hispanic: 17.8%
Asian: 2.8%
Other: 3.4%

Compare the two for a moment.  This means that whites and Asians are underrepresented as welfare recipients while blacks, hispanics, and other races are overrepresented.  This would mean that the average white and Asian person is less likely to receive welfare than the average black, hispanic, and other race person.  This would mean that whites and Asians are generally better off economically than blacks, hispanics, and other races.  This should be of no surprise to anyone, to be quite honest.

Why this may be?  That's a whole other issue, but I'd be wary of racist based arguments as to why blacks, hispanics, and other races are generally poorer than whites and Asians.  Such oversimplifications overlook the whole story and neglect why there are poor whites and poor Asians at all.
