The Executive branch is composed of the President and Vice president. I don't know that the President's cabinet is included, but it may be.

The executive Power shall be vested in a President of the United States of America. He shall hold his Office during the Term of four Years, and, together with the Vice President, chosen for the same Term, be elected

I'd love to see the argument saying that the vice president isn't part of the executive staff that works in the white house. Pray tell, if the president dies, doesn't mean that the vice president becomes the president who works in the white house?

The only real powers given to the Vice President are outlined in the LEGISLATIVE article of the Constitution.

Article 1 sec 3

The Vice President of the United States shall be President of the Senate, but shall have no Vote, unless they be equally divided.

The Senate shall chuse their other Officers, and also a President pro tempore, in the absence of the Vice President, or when he shall exercise the Office of President of the United States.

The President pro tempore is only to take his position in lieu of the absence of the Vice President, when he is acting as President.
