Though, I DO believe you should use "Nigger" on a joking basis - such as if you ask your Black friend where he wants to eat and he says KFC - you can respond with "You're such a Nigger!" (jokingly)

But, you shouldn't use it if you're implying inferiority or hatred. Such as "You're a fucking poor Nigger, go back to Africa!"

If blacks give each other the permission to call  themselves names then they can. If they didn't give it you then you can't.

In general, when a black person uses it, it can be taken as a more endearing term (unless if used offensively, when it would be taken as such).  Whites, however, cannot usually get away with using the term at all unless if they're very close with a black friend who might take it in the more endearing form (although this is rather uncommon).  There is a reason why you don't see people like Eminem use the word "nigger" in his songs.
