Pretty much, or if the person is too lazy to read what the topic is about and just wants their points.

It's a nice option because it helps to separate the real answers to your topic from the point whores, well somewhat at least.

Well, it does count, but since the number is the amount of votes, a quarter of it is the actual point value you've earned.
