What are the healthiest foods to eat to lose weight fast, when combined with exercise?
Also, should these foods be eaten before or after exercising?

I am on a diet at the moment which can work with or without exercise. I know some people have lost a few stone in only a few months with it. Good things from it to eat are:

Eggs
Fruit
Vegetables
Meat
Yogurts
Pasta
Rice
And diet drinks.

Some things which speeds up weight lose are:

Lettuce
Tomatoes
Lemons
Mango
Strawberries
Watermelon
Peaches
Carrots
Bamboo shoots
Mushrooms
Onions

Thats all I can think of right now.

I have to disagree with the diet drinks.
Diet sodas have been shown to actually stimulate hunger and thirst, so they aren't the best for diets.
Other than that, foods that are high in fiber and water are good for losing weight, while foods high in protein are good for gaining muscle.

Actually I find myself completely full if I drink a can of diet coke. Diet drinks work for me, and take the need to eat away.
