How do people my age (high school) even get so much booze, let alone get away with having a party with it in their basement? Are their parents just like never home, and the people selling it to them don't card?

They get it from friend's who are over 21 or they get it from alcoholic parents who won't think anything of it.

Many parents are ok with their kid having a party in their house, as long as they dont leave the house, and they act somewhat responsible.

Ask them How they define what a party is. Sometimes I have been to a "party" and its just a few people.

Also there are a lot of ways HS kids get alchohol. I knew a lot of people that would buy it for me. Sometimes I would even ask strangers and they would do it.

Usually the parents are never home, and if you have an older sibling of age(I have three siblings of age), they can get you the alcohol.

My older sister even used to work at an alcohol store.

It's not that hard.

Other people buy it for them. I am legally not old enough to buy it in the UK, but I can drink it. My brother buys me it, and my mother did once. Oh and some probably look old enough.

People who are of age, clearly. Brothers, sisters, parents sometimes, friends. There are also some privately owned liquor stores who will sell to underage people, just like tobacco products.
