I don't know if another toolbar is what people need. But if you like it, there's an IE SDK out there to use. For those of you who hate IE, you really need to get over yourself. I use IE for work daily, and it works just fine for everything I've done. And no, I don't work at a kiosk in the mall checking my yahoo account..
