Maybe the mechanism on the inside of the outer handle is broken, thats what i would guess since you said it doesn't feel like its attached to anything

you might want to take off the interior door panel (which isn't too hard to do, most of them just snap off and back on) and check to make sure the handle is still connected to the latch cable. If it's not, then you need to just hook it back on, and if it's broken then you need to replace it. You can have it done professionally, but expect to pay quite a lot more than you would if you just did it yourself. If you want to see what a working handle looks like on the inside, just take off the panel for the other door and check out the mechanics, and see what's different between the two, and that should help you fix it.
