There's not really a lot you can say in this situation. My cousin lost her mom a few months ago and, trust me, not much can make them feel better. Just remind your friend you're there for her, and that she'll see her mom again someday. :] Hope things get better.

the best thing you can do is to be there for them. I lost my godmother last year in a car accident along with a friend of mine. it was so hard to face her blood family which i consider my brothers and sister. it was very hard and i knew how it felt cuz i lost my dad when i was 12. The best thing to do, is just be there for them and let them know you are there for them no matter what.
