In your example, it's reflecting carbon emissions.  In other words, how much CO2 that country is putting into the air.  It should generally reflect two things: industrial output (factories, etc.) and affluence (cars and the ability to buy gas, etc.).  Obviously most Western countries (plus others like Japan) will be rather large in such a map, and you'll see that to be true as the US and Europe are rather large in proportion to the rest of the world.
