The United States occupied the island from 1915 to 1934. From 1957 to 1986, the Duvalier family reigned as dictators. They created the private army and terrorist death squads known as Tonton Macoutes. Many Haitians fled to exile in the United States and Canada, especially French-speaking Quebec.

In December 1990, the former priest Jean-Bertrand Aristide won the election. His mandate began on 7 February 1991. During August, 1991, Jean-Bertrand Aristide's government faced a non-confidence vote within the Haitian Chamber of Deputies and Senate. 83 voted against him, and only 11 members voted in support of Aristide's government. On 29 September 1991 President Aristide resigned and flew into exile. In accordance with Article 149, of Haiti's Constitution of 1987, Supreme Court Justice Joseph Nerette was named Provisional President and elections were called for December, 1991. These were blocked by the international community and chaos resulted extending into 1994.

In 1994, Haitian General Raoul Cédras asked former U.S. President Jimmy Carter to help avoid a U.S. military invasion of Haiti.[4] President Carter relayed this information to President Clinton, who asked Carter, in his role as founder of The Carter Center, to undertake a mission to Haiti with Sen. Sam Nunn, D-Ga., and former Joint Chiefs of Staff Chairman Colin Powell.[4] The team successfully negotiated the departure of Haiti's military leaders, paving the way for the restoration of Jean-Bertrande Aristide as president.[4]

Aristide left the presidency in 1995. He was re-elected in 2000. The election of 2000 was not recognized by the international community, which claimed that massive fraud had taken place[citation needed]. The country continued to struggle. In 2004, after several months of popular demonstrations against him because of a poor economy and his corruption, and pressures exerted by the international community, especially by France, the USA and Canada, Aristide went into exile on 29 February 2004.



Haitian politics have been contentious. Most Haitians are aware of Haiti's history as the only country in the Western Hemisphere to undergo a successful slave revolution. On the other hand, the long history of oppression by dictators, including François Duvalier, has markedly affected the nation. France and the United States have repeatedly intervened in Haitian politics since the country's founding, sometimes at the request of one party or another. People's awareness of the threat of such intervention also permeates national life.


The opposition in Haiti accused the government party of election fraud in the 2000 elections.[1] as did the United States.[2]

U.S. Congressman Conyers wrote:

Unfortunately, there were irregularities that occurred in the election and there is a post-election problem of the vote count that is threatening to undo the democratic work of the citizens of Haïti. Without doubt there were irregularities that occurred in the election which have been conceded by the CEP.[3]

The National Coalition for Haitian Rights (NCHR) says that there were delays in the distribution of voter identification cards.[4]

Aristide's supporters claim that an opposition boycott of the election was used as a ploy in order to discredit it and that they did not have anywhere near majority support.[5]

European nations suspended government-to-government assistance to Haiti. Haiti had received no help from the World Bank and the Inter-American Development Bank for years. The US Congress banned any U.S. assistance from being channeled through the Haitian government, codifying an existing situation

On March 1, 2004, US Congresswoman Maxine Waters (D-CA), along with Aristide family friend Randall Robinson, reported that Aristide had told them (using a smuggled cellular phone), that he had been forced to resign and abducted from the country by the United States. He claimed to be held hostage by an armed military guard.[17]

Aristide later repeated similar claims, as in an interview with Amy Goodman of Democracy Now! on March 16. He was pressured to resign from office by U.S. soldiers and James B. Foley, U.S. Ambassador to Haïti, on February 29. An aircraft provided by the U.S. carried Aristide and his wife, Mildred Trouillot Aristide, into exile to the Central African Republic. Goodman asked Aristide if he resigned, and President Aristide replied: "No, I didn't resign. What some people call 'resignation' is a 'new coup d'état,' or 'modern kidnapping.'"[18][19]

Many supporters of the Fanmi Lavalas party and Aristide, as well as some foreign supporters, denounced the rebellion as a foreign controlled coup d'etat orchestrated by Canada, France and the United States (Goodman, et al., 2004) to remove a publicly elected President. A new book on the subject, Damming the Flood: Haiti, Aristide and the Politics of Containment by Peter Hallward, scrupulously documents the events leading up to February 29, 2004, and concludes that what occurred during the "rebellion" was in fact a modern coup d'état, financed and orchestrated by forces allied with the US government. Hallward provides extensive documentation for his claims in interviews he has given on the subject.

Napoleon sent a bunch of troops to Haiti during the war because about 4/5 died from disease (yellow fever I believe) that were currently in Haiti.

Napoleon lost his resources and many men - this fucked with his Napoleonic wars.

After 1804, Haiti remained a part of Santa Domingo, until 1844 when it became a separate "republic."

Between 1844 and 1915 only one Haitian president completed his term in office. Fourteen were ousted by armed uprisings, one was blown up, one was poisoned and another was hacked to pieces by a mob.

The US went to RESTORE ORDER because the revolutions and assassinations increased so rapidly.
