It's not useful to talk about which race has it worst. A shit load of people live in abject poverty, whether they're in Brazil, Bangladesh, Burundi or the Russian countryside. They all need incentives to work their way out of it. But to answer your question I guess it depends how you define "worst". I'm guessing that in terms of the raw number living below the poverty line, South Asia has it pretty bad.
