The sticky clearly states:
 Harassment of a member is when one member, or a group of members, consistently and repeatedly aims malicious, offensive, and insulting posts towards one member in specific. 
Every single time Yankee comes back, he specifically attacks me with numerous personal insults. Just today he posted three times calling me a compulsive liar. The last time he came back he insulted me from everything from idiot to things that really shouldn't be repeated in pleasant company. He got warned numerous times last time and still hasn't learned. By the rules stated by the mods, Yank should be banned. Since he recently came back, 10 of his 12 posts were directly attacking me, most if not all including personal insults.
