Ok well I'm a little confused now. He says he feels safe with me and that he really likes me. He seems to be happy that I didn't break up with him or anything. I thought this meant that maybe he thought that he wasn't good enough for me.

I'd agree, but would say that rarely, it might mean that he feels like he can't fit into your life. Maybe he feels like your backgrounds don't mesh.
