How do would I find out more information if I would be eligible for application fee waivers? Would I just talk to my counselor about it?

Oh, and I plan on applying to 4 colleges, does that seem like an appropriate number?

Yes, talk to your counselor. 6 is the recommended number of schools to apply to. 2 reach, 2 match, and 2 safety schools. But if you are an outstanding student or something and think you will get in to all he places you're applying, 4 is probably okay.
