this part:

i need to plug in my speakers but i'm afraid because everytime i touch the metal part/plate it shocks me!

There is a very strong possibility that a live wire is touching the case or basically shorted to ground which the case is naturally connect to. Either way its not a good sign and the computer should be turned off and taken to a Computer Technician as it may be an underlying problem which could lead to the loss of the entire computer.

There might be a problem with the ground wire in the power supply. Unplug it from the power connector, and then plug the speakers in. Reattach the power connector and turn it on, if it still shocks you after this I'd suggest you contact an electrician or computer repair shop.

Turn it off, then do it...

However, this isnt a good sign. Something in your computer is not properly grounded, which could cause problems later down the road.
