Go into Control Panel, Date, Time, Language and Regional Options, Regional and Language options, and around the top, there's a drop box with like 50 different languages (note, some may need to be downloaded). Edit: (forgot this part, lol) Then on the next tab, (input languages), change it to your desired language, yet, I still don't remember how to install and apply different languages, other than through installation of Windows.
