OS 9 and OS X are completely different in every other way unlike windows OS's. Thats why it's harder to emulate them. And the switch to Intel made it even harder. But to answer the OP's question, no you can't run OS 9 programs unless you have a Power PC Mac which has been discontinued a long time ago. You can run most any program though for any version of OS X.

Actually, for the most part you can run Applications on Vista that were used in 3.1, i do for starters.
And comparing 3.1 and Vista to OS9 and OS 10.... lol, because that's fair...
You might be able to use the same method you install Windows on it to get it to work though.
