I mean I can draw manga without a computer with pencils, but I can't on a computer. Do I need a special program to help me with it? For the special colour hair and shit

From what I have seen, Adobe Illustrator is great for making drawings like that. Photoshop can also do it, but it takes more work. Photoshop was intended to manipulate photos, whereas Illustrator is more useful for creating graphics.

However, if you have a graphics tablet, you would not need any type of program, as you can directly draw onto a file, instead of having the computer create it.

yeah, photoshop will make you able to fill in colors or adjust it. (usually)
