I'm in the middle of a plan, so I won't get the "2 year activation" price or whatever, but do I have to pay full retail price for a phone? Or do I get any kind of discount?

Go to a Verizon store, and insist that you get a cheap phone for free, or a good phone for a decent price. My experience with Verizon is that they will charge you an arm and a leg, but they are also willing to negotiate some. They might stick you with another year, or convince you to sign up for vCast or something, but you should be able to get a phone for cheap.
