I can't though because the maximum KB for avatars is 5kb. No matter how small I make the picture it's still 21 kb so it won't upload. Help?

Photoshop usually has pretty good filters that will control file size, etc. Also try different formats (i.e. png vs. jpg vs. gif all have different sizes).
