Firefox with adblock and other useful extensions.

Adblock is a total memory hog in Firefox... download Adblock Plus.

I would try switching to Firefox or Opera. I personally like Firefox.

Also get Spyware : Search & Destroy

Annnddd, Adware - Personal Edition

All of these programs are availible from http://www.download.com

What browser are you using? Do you have Spybot S&D on your system?

Pop ups are usually started by ad-ware, spyware or malware which you may have on your computer. It is a good Idea that if you don't have a program such as Ad-Adware SE Personal or Spy-bot search and destroy to remove such things from your computer, these pop-ups will annoy the hell out of you.

Also if you don't use FireFox you may want to make the switch (Man I sound like a Mac obsessor, only thing its not Mac its Firefox), as this browser stop a good number of pop-ups and you can download some ad-ons which will help to stop even more pop-ups.
