Its only enabled by default if you have proper drivers, coupled with a video card with at least 64mb of vRAM.

Make sure you have the proper drivers, ensure that you have Home Premium or higher, and then enable it. If you are unable to enable it from the personalize menu, then you arent meeting the proper parameters.

Oh, it also requires the recommended amount of RAM. I believe it wont run regardless of your spec if you have under 1024mb of RAM. It might be higher than that.
