They try to catch those that come back before this time. That seems like a perfectly reasonable explanation. I saw the topic too, and I can see how it might offend those that you say are fake cutters. So you wouldn't take it offensively if you had a serious problem, and a bunch of kids came online joking about it and thinking it's just something to do to fit in?
