Well, "don't" and "can't" are too different things entirely. If they don't, it's either lack of access to resources or they just are too lazy/don't want to.

If "can't" then either again, lack of access to resources or they struggle with the ability to acquire a new language.

Most people could learn a second language at any age if they stuck to it. It is just time-consuming as much as anything else. But if you're ever in a car, there's no reason you can't put in a language CD if it's something you actually care to do. Anyone can learn the basic words and phrases in a couple of months.

Not many ppl know that. Its true. My mom also has more trouble. After 25 or something its much harder.

I remember telling my mother to learn French (she bilingual) and she said she's too old, nothing will stick.  I guess that would be it.  It is tougher to learn a language later in life.

There isn't just one big reason. Languages are often underestimated, both in terms of their cultural richness and intellectual value and in terms of difficulty. Of course, it's fairly easy to get through the basics, but unless it's through a process of total immersion, you'renot gonna become fluent anytime soon.

Some people lack the time, some lack the money, some just can't be bothered (mostly because they have other priorities in life, among other reasons), some just quite frankly lack the talent and the ability to do so. Because yes, you need some talent.
