I'm looking to marry an Egyptian man this summer, but I am only 17.  On the american embassy of egypt website, it says that we can legally marry if I have someone spprove the marriage for me.  It says my parent, guardian, or someone in loco parentis.  What does this mean particularly?  Could I have his mother or father approve?

No. Loco parentis just means in place of a parent.

If you still have parents, then you can't get married unless they approve it.

It means someone in place of a parent who takes on parental duties. I think.

in loco parentis means the parent or guardian who is responsible for you.
could also be a teacher, or somebody who is in charge of you in place of your mother or father.
