So there is a tab I really wanna play but the tuning it specifies is as follows:

C# G# C# D# G# D#

How would I go about tuning to that?

It's just drop D and down 1/2 step.  It'll sound fine in drop D though if you don't want to retune all your strings.  Easiest way to change standard to drop D is to tune the 7th fret of the 6th string to the open 5th string. (make sure to only change the 6th string when doing this).

get a tuner, the low e goes down to C# the A goes down a semitone, and follow with the rest of the strings.
