Is it considered racist to say that an East Asian's eye looks chinky?

I see your point. But implied in the use of a derogatory name is hatred. That's what makes it derogatory - "expressing a low opinion." Even if the user of such a name does not feel that hatred, those terms have come to represent hate and racism.

So is every person who calls someone a "chink" or a "nigger" necessarily racist? No, not every person. But a racially sensitive and rational person probably wouldn't use such language.

Definitions of a racial slur include:
*A racist term used against another person (Google Definitions, allwords.com)
*A derogatory nick-name generally used when talking shit about people from a specific race (urban dictionary)

The word slur alone, as defined by thefreedictionary.com:
*A disparaging remark; an aspersion.
*To talk about disparagingly or insultingly.

Also known as a racial epithet. Obviously, these are not looked at in a positive manner.

To be racist is not because you call someone a "name".

Now, if you said "I hate you fucking chinks" that would be different than "your eyes look chinky".

Yes, "chink" is derogatory for Chinese.

Oh, yes it is. All of those terms have a derogatory connotation. If you say someone looks Mexican or Asian, that's acceptable. But using a racial slur? Not so much.
How does using a 'slur' make you racist?
