So, I just started my first semester for college at the community college. I really don't care if I have to do a year here, but I want to apply to a few universities out of state for the the Spring. BUT, how likely is that to happen? When is the best time to apply if I'm interested in doing so? Also, because I won't get my grades in my classes till after they're over, what do the schools look at? Just back to your high school transcript and ACT/SAT scores?

Right now? Beginning of October? Just to apply? I've called a couple and they gave me a basic rundown, but not exactly when's the best time to apply.

I heard mid-november is good, but that's just what I heard, and I may be wrong. Is right now seriously the best time to just apply for Spring?

The best time to do anything dealing with college is NOW.
You can call up any of the universities (or email them; it should be on their homepage) and ask how that would all work out.
