Is it common for schools to retract admission? Does every college do it, or is it only the more selective ones?

A lot of them will accept more people than they can actually take as they know a number of those will choose to go somewhere else, and they wouldn't want to end with a lack of student. But when that doesn't happen they become over subscribed, and obviously have to tell people that they can no longer accept them.
